Re: Full Enforcement of the ISF Rules will take effect on July 9, 2013


Dear Customers, Colleagues and Friends

Effective July 9, 2013 U.S. Customs & Border Protection (CBP) will start full enforcement and assessment of liquidated damages/penalties for non-compliant Importer Security Filings (ISF) as per circular letter released by CBP on June 7, 2013.

In order to achieve the most compliance with the least disruption to the trade and to domestic port operations, CBP has been applying a measured and commonsense approach to Importer Security Filing (ISF or 10+2) enforcement. On July 9,2013 CBP will begin full enforcement of ISF, and will start issuing liquidated damages against ISF importers and carriers for ISF non-compliance.

It is required that ISF is filed at least 24 hours prior to loading on board. Importers must report proper ISF elements like identifying the manufacturer, supplier, and seller to avoid any penalties. Liquidated damages will be assessed against non-compliant ISF transactions at $5,000.00 per infraction, but are not to exceed $10,000.00 per ISF.

Update: m.v. Baltic Mercur R238 / containers available for release in Newark


Dear Customers and Partners,

We are pleased to advise that for customers who opted to have their containers off-loaded from m/v Baltic Mercur R238 delivered to Newark, the containers are now available for pick up at RHCT terminal on 138 Marsh Street, Newark, NJ. All previously applied port demurrage charges should be waived on these containers. The storage time will be reset as of 20th Nov. Last Free Day is 27-Nov.

Please note that the terminal will be closed tomorrow in observance of Thanksgiving Holiday and will resume its regular operations on Friday Nov 23rd.

Dear Customers and Partners,

The Port Authority of New York and New Jersey remains under a lot of pressure in post Hurricane Sandy aftermath. Although many terminal facilities have resumed their operations and have been accepting and working marine vessels, their entire infrastructure still remains stranded and under constrain.

These challenges have impacted ARRC and the Line’s customers. As a part of the service to and from New York, ARRC offers customers free of charge barge service between Red Hook Container Terminal facility in Brooklyn, NY to Red Hook Container Terminal facility in Newark, NJ. Unfortunately, this barge service has been suspended since the Hurricane and has not resumed its operation yet. ARRC was anticipating on hearing positive outlook on the barge schedule during this week, but unfortunately the terminal operators have just advised that the service will be suspended until next week.

ARRC understands the seriousness of the situation and the level of inconvenience to all the customers. In an effort to compensate for such delays ARRC will waive any demurrage charges on all containers that were delivered on m/v Baltic Mercur R238 to New York. The Line has also obtained a confirmation from the terminal operator that any storage charges incurred at RHCT terminal due to delays will be waived.

Please allow some time for these changes to be reflected in RHCT’s software system.

Update on M.V. Baltic Mercur delay due to Hurricane Sandy


Dear Customers and Partners,

We are pleased to advise that we have been receiving positive news from the Port Authority of New York and New Jersey advising that most Terminals shall re-open by Tuesday, 6 November. The cargo operations on the subject vessel are planned to be completed in Baltimore on Tuesday November 6th. Upon completion the vessel will be ordered to sail to the Port of New York to complete discharge and take on her export cargo. Current ETA to Red Hook Container Terminal in Brooklyn is Thursday, 8th November.

Please be informed that Atlantic Ro-Ro Carriers, NJ office is currently closed due to the power outages caused by the hurricane. Our staff has access to e-mails and is available to answer question on their cell phones:
